What the control plane now governs
- Organizations: every customer gets an isolated tenant boundary.
- Environments: test mode simulates decisions and can never mint a real commit permit; live mode can enforce.
- API keys: each key is bound to one organization + environment and stores only a SHA-256 hash after issuance.
- Policy profiles: reusable, versioned rules for actions, amount, currency, counterparties, evidence, recourse and human approval.
- Resolution: every decision records the organization, environment and exact policy version used.
- Execution: allowed live decisions can issue a short-lived single-use permit that rechecks revocation at commit time.
- Auditability: usage and audit streams show what was evaluated, by which tenant/key, under which policy.
